Founded in 1958 as a solo practice by Ronald A. Hart, The Law Offices of Hart & Regan have provided legal representation of the highest quality for Maine people for more than nearly five decades. Located in a well-maintained modified Greek-revival house within walking distance of the Sagadahoc County Courthouse, the main offices offer clients a comfortable, professional atmosphere in which to conduct business. The firm has an excellent on-site law library. In addition, its use of computer technology ensures the efficient, streamlined production of documents and delivery of high-quality legal services.
Richard R. Regan, Esq. graduated from Bates College in 1982 and received an M.A. from the University of Virginia in 1984. A former secondary school English teacher, Mr. Regan earned his J.D. from the University of Maine School of Law in 1994. Mr. Regan has published several articles on accident and injury law in the Maine Bar Journal, the Maine Lawyers Review, and the Maine Trial Lawyers Bulletin. Mr. Regan is also admitted to practice in the United States District Court and the First Circuit Court of Appeals.
Attorney Regan has been a member of the American Bar Association, Association of Trial Lawyers of America, Maine State Bar Association, Maine Trial Lawyers Association (Legislative Committee, 1995–present; Publications Editor 1997–99), and the Maine Association of Criminal Defense Lawyers. He has served as the Secretary of the Bath/Brunswick Bar Association. In addition, he is a 1996 graduate of the Maine College of Trial Advocacy and assisted in organizing the program the following year.
Mr. Regan's legal career has involved extensive litigation experience, as he has tried cases in Maine Small Claims, District, and Superior Courts. He has also litigated in the United States Bankruptcy Court and in Federal Court for the District of Maine. He has represented clients in a variety of civil and criminal matters, including appeals.
Mr. Regan is currently Of Counsel to The Law Offices of Victor Luke, providing bankruptcy and consumer law services on behalf of this nationally based firm.Ronald A. Hart, Esq. (retired) attended the Maine School of Commerce and received his J.D. from the University of Maine in 1958. He established his practice in Bath that same year. From 1959 to 1963, he served as an associate judge of the Bath Municipal Court. In 1964, he was elected District Attorney for Sagadahoc County, a position he held until 1968. Then, he was elected Sagadahoc County Probate Judge in 1969, serving in that position until 1992. He was Chief Judge of the Maine Assembly of Probate Judges in 1978.
Included among his many professional memberships are the American Bar Association, Association of Trial Lawyers of America, Maine State Bar Association (Board of Governors, 1977–1985), Maine Trial Lawyers Association (Board of Governors, 1974–1982), Maine Judicial Council (1972–1980), and the Sagadahoc County Bar Association (President, 1982–1984). Mr. Hart authored an article on industrial hearing loss in 1983 and served as a member of the Maine Probate Revision Commission on the Maine Rules of Probate and Procedure from 1973 to 1980.
Doreen E. Alexander (Office Manager, Executive Secretary, Paralegal) graduated from Morse High School in 1979. She began her career as a secretary for Mr. Hart while still in high school and continued full-time after graduation in 1979. In 1986, she joined Mr. Hart’s new firm, a position that includes multifaceted responsibilities, including office management, paralegal work, bookkeeping, and secretarial tasks. Her many years of experience in the legal profession enables her to provide the highest quality support services for the firm and its clients. She is skilled in all facets of computer operation including Windows , WordPerfect, Quicken, One-Write, and Timeslips. She also has full responsibility for the firm’s real estate title company, coordinating all matters necessary for closing transactions.
